The opening up of international organizations : transnational access in global governance

The Power of the Chair: Formal Leadership in International Cooperation
This article addresses the influence wielded by the formal leaders of international cooperation—those state or supranational representatives that chair and direct negotiations in the major decision bodies of multilateral organizations and conferences. This is a topic that so far has received limited systematic attention by IR theorists, who have tended to treat bargaining parties as functionally and formally equivalent, leaving little theoretical space for formal leadership. Drawing on rational choice institutionalism, I introduce a theory that develops a coherent argument for the delegation of authority to the chairmanship, the power resources of negotiation chairs, and the influence of formal leaders over outcomes. I assess the explanatory power of this theory through evidence on formal leadership in three alternative organizational settings: the European Union, the General Agreement on Tariffs and Trade/the World Trade Organization, and the United Nations environmental conferences. I find in favor of the chairmanship as a source of independent influence in international cooperation. Formal leaders perform functions of agenda management, brokerage, and representation that make it more likely for negotiations to succeed, and possess privileged resources that may enable them to steer negotiations toward the agreements they most prefer.
Why national and international legitimacy beliefs are linked: Social trust as an antecedent factor
Recent public opinion research has established an empirical regularity of unusual stability and strength: citizen beliefs in the legitimacy of national and international institutions are highly linked. The dominant interpretation of this link holds that citizens draw on their perceptions of national institutions as a heuristic when forming opinions about international institutions. This article proposes an alternative mechanism, privileging social trust as an antecedent factor contributing to both national and international legitimacy beliefs. Using original survey data on citizen attitudes toward four international institutions in three countries, the article provides evidence for social trust as an antecedent factor, while granting no support for the dominant interpretation. The article suggests three broader implications: social trust has more far-reaching consequences for international cooperation than previously understood; political efforts to affect the legitimacy of international institutions are constrained by individual predispositions; and a comparative approach is central to the study of public attitudes toward international institutions.
Legitimacy in global governance : sources, processes, and consequences
Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? 0The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for0comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.
Paths to Compliance: Enforcement, Management, and the European Union
The contemporary debate on compliance has been framed in terms of two contending perspectives on how best to make states comply with international rules: enforcement or management. Whereas enforcement theorists stress a coercive strategy of monitoring and sanctions, management theorists embrace a problem-solving approach based on capacity building, rule interpretation, and transparency. In this article, I challenge the conception that enforcement and management are competing strategies for achieving compliance. Based on the case of the European Union (EU) and a comparison with other international regimes, I suggest that enforcement and management mechanisms are most effective when combined. The twinning of cooperative and coercive instruments in a “management-enforcement ladder” makes the EU highly successful in combating violations, thus reducing non-compliance to a temporal phenomenon. An examination of regimes in the areas of trade, environment, and human rights lends additional support to this proposition; compliance systems that offer both forms of mechanism are particularly effective in securing rule conformance, whereas systems that only rely on one of the strategies suffer in identifiable ways.
Diffusion Across International Organizations: Connectivity and Convergence
While extensive research shows that policies and institutions spread across states through processes of diffusion, we know little about diffusion among international organizations (IOs). We develop a novel approach for the study of diffusion among IOs. This approach consists of three components: a theoretical focus on connectivity among IOs as pathways for diffusion; a conceptual differentiation between alternative types of convergence effects; and a methodological strategy combining dyadic and spatial analysis of diffusion. We illustrate the usefulness of this approach through an empirical case: the diffusion of participatory governance arrangements among IOs from 1970 to 2010. The analysis shows that connectivity among IOs contributes to convergence, which typically is manifested through imitation of very specific institutional models. The article's findings have implications both for the study of IOs and for the general study of diffusion.
The social legitimacy of international organisations: Interest representation, institutional performance, and confidence extrapolation in the United Nations
Social legitimacy is central to the effectiveness of international organisations (IOs). Yet, so far, we have little systematic knowledge about what drives citizens to support or oppose IOs. In this article, we isolate and assess three alternative explanations of social legitimacy in global governance, privileging interest representation, institutional performance, and confidence extrapolation. We test these theories in a multilevel analysis of citizen confidence in the United Nations (UN) using World Values Survey and European Values Study data, supplemented by contextual measures. The results grant support to the arguments that institutional performance and confidence extrapolation shape popular confidence in the UN, while offering little support for the explanation of interest representation. These findings challenge the predominant understanding that more democratic procedures lead to greater social legitimacy for IOs. Instead, the UN case suggests that the social legitimacy of IOs is based primarily on the organisations' capacity to deliver, as well as on citizens' general confidence in political institutions, which IOs may have little to do with and can do little to change.
The legitimacy and legitimation of international organizations: introduction and framework
While legitimacy dynamics are paramount in global governance, they have been insufficiently recognized, conceptualized, and explained in standard accounts of international cooperation. This special issue aims to advance the empirical study of legitimacy and legitimation in global governance. It engages with the question of when, how, and why international organizations (IOs) gain, sustain, and lose legitimacy in world politics. In this introduction, we first conceptualize legitimacy as the belief that an IO’s authority is appropriately exercised, and legitimation and delegitimation as processes of justification and contestation intended to shape such beliefs. We then discuss sources of variation in legitimation processes and legitimacy beliefs, with a particular focus on the authority, procedures, and performances of IOs. Finally, we describe the methods used to empirically study legitimacy and legitimation, preview the articles of the special issue, and chart next steps for this research agenda.
